Fix unwanted hover effects on touch devices

What does this MR do?

Disables the hover trigger for user previews when using touch input. Also fixes an issue where tooltips could never appear with a mouse after hovering over them once with a touch device.

Note: Would be good to test on Chromium mobile, since I've only tested on Firefox.
