What does this MR do?

Adds buttons to accept or reject a pending follow request directly from the requestor's profile page. This eliminates the need to juggle between tabs when reviewing or vibe-checking a follow. Additionally fixes a bug where clicking the "follow" button does not update the relational badges on the profile.
