What does this MR do?

On notifications for an incoming follow request, adds a button to quickly follow the requesting user. The rate limit for /users/show has been modernized to leaky bucket and increased to account for this case. Additionally fixes a bug where "follow request received" notifications will always show accept/reject buttons, even after accepting the request.
