Allow users to set a default content warning for their new posts (resolves #901)

What does this MR do?

Adds a new "default content warning" user-level setting. This is set at the account level and will pre-fill the CW field on any new post. Since this feature can potentially conflict with the "keep content warnings" option, an additional setting is added to select which value should take priority. All CWs are applied client-side in within the post editor, so users have the option to override or modify them with each post.
