Increase the rate limit for `/api/i` endpoint

What does this MR do?

Increases the rate limit for /api/i from 3/second to a bucket limit with max=20 and rate=1/second. This avoids some (but not all) HTTP/429 errors when multiple tabs refresh at the same time.
