What does this MR do?

Increases the rate limit on /api/server-info from 2/second to a leaky bucket of 24 calls that drip at 7 per 900 milliseconds. This allows for one request per chart type, at once per second with some wiggle-room for timing. This avoids a situation where the graphs are rate-limited during page load and subsequently hidden from the sidebar.
