Add support for federation with Inter-Knot

Why should we add this feature?

Adding support for federation with Inter-Knot can help up-and-coming proxies get a feel for Inter-Knot before joining.
A bunch of proxies do casual socialization on inter-knot, and I'd like to join in.
This will also help us find proxies from the comfort of our own instance.
