feat: Show Local Bubble in

Summary

On Akkoma, the instance "about" page shows a list of all instances in the local bubble. Now that Sharkey has local bubbles, I believe our about page should show the same information.

Purpose

Folks considering joining an instance ought to be able to look at the list of local bubble instances as part of their process of choosing an instance.
