Setting Don't play animated images is not respected in profile background and banner
What happened?
When enabling the Don't play animated images setting, profile backgrounds and banners will still be animated, unlike the pfp or custom emojis, which remain on the first frame.
What did you expect to happen?
The background and banner should not be animated.
