[feat] implement fetching host-meta/.json before the webfinger endpoint

What feature would you like implemented?

Fetching the .well-known/host-meta and host-meta.json files to discover the webfinger endpoint of the target server before contacting it, and using the standard one as fallback.

Why should we add this feature?

Feature parity with other fediverse software and even other Misskey forks such as Iceshrimp.
