Duplicate (no-op) moderation actions are recorded multiple times in the modlog

Say I were to ban you twice using a modbot - accidentally, of course. The bot will send two requests to admin/suspend-user , and both will be recorded in the moderation log.
What did you expect to happen? (Please give us a brief description of what you expected to happen.)
The response wouldn't be failed per se, but rather not actioned on.
