date formats chainging in different places + unable customise date formats to my liking

What happened?
the formats of the dates change in different places for no reason

What did you expect to happen?
expected the format to stay consistent throughout the server/site, and also expected the formats to change based on the language settings in the profile (like English UK), though I'm not sure if that's a feature or not

to add to this: it may be preferable (from a user standpoint) to allow for date and time format to be set independently from language and also, by extension, to allow for the use of 24-hour time
