local account deletions fail and become permanently stuck

Possible causes:

• query timeout
• transaction conflict

added bugbackend high priority labels

In the bull dashboard it appears that after failing it doesnt retry and is not there at all. (someone should confirm this, but according to Dakkar it should retry)

A simple fix is just upping the time it has so it doesnt timeout.
