Fixed startup crash with seasonal effects

What does this PR do? (Please give us a brief description of what this PR does.) If the WebGL2 context failed to init with seasonal effects on then it would crash the whole startup function meaning you wouldn't get notification updates, hotkeys wouldn't work, and a lot of other things. This fixes that
