What does this PR do?

You've all already seen these changes in the various "future" MRs

we have 4 instances running pretty much this code

let's merge it!

Before the release

• we probably need to revert 2532fea7 @fEmber is investigating
• we could get some changes from https://github.com/misskey-dev/misskey/pull/13970 (the Japanese translation? moving the calls into main-boot.ts?) but probably not all of them @Leah can advise
