What does this PR do?
There was a talk of adding a trusted feature to the external url popup but then I saw someone post about cherrypick having a way better external url popup system and dialog after checking I noticed that it is based off MisskeyIO's fork with edits/additions done in a PR on Misskey's Repo
This essentially makes the popup much better looking in design and also adds a trust this domain feature for the account in defaultStore. It also adds a new textarea in the moderation tab on the control panel where instance admins can pre-define trusted domains.
