Dont mark backfetched notes as silent

What does this PR do? (Please give us a brief description of what this PR does.)

Notes delivered by both relays and traditional delivery do not create any notifications if the relay is faster, as notes federated from relays are marked as silent.

This marks those notes as not silent, causing them to behave like normally federated notes.

This change has been tested for multiple weeks on PlasmaTrap and has resolved any issues with dropped notifications, with no visible side effects.
