Indicate that a user is blocked / muted (resolves #557)

What does this PR do? (Please give us a brief description of what this PR does.)

Add badges to a user's profile when they are blocked or muted by the current user, similar to the "Follows you" badge that indicates following status. Resolves #557 (closed).
