Add option to reject reports from an instance (Resolves #579, #715, #716)

What does this PR do?

Extends the available instance moderation features to include a "Reject Reports" toggle. If enabled, the server will ignore any reports forwarded from the remote instance. Additionally, fixes the translations and moderation log for the "Mark as NSFW" toggle. Resolves #579 (closed), #715 (closed), and #716 (closed).
