What does this PR do?

BIG MERGE!

Misskey 2024.9.0 moved several bits around, added a new frontend (for embedding), and new features.

We have allow-list federation (control panel → general → federation)

"Reactions Buffering" keeps reactions in Redis then dumps them to the DB once per day.

Embeds have their own MFM renderer, I have ported all our customisations to that as well (please double-check!)

Icons get replaced on both frontends.

I have not run tests or linting (I'll let GitLab do that), feel free to fix things if you see test/linting failures. This took me about 6 hours of work, I'm not going to touch this code for a few days 😁
