Replace "suspend delivery" button with a toggle (resolves #725)

What does this PR do?

Removes the pair of "suspend delivery" / "resume delivery" buttons and replaces them with a "suspend delivery" toggle. This matches the other federation controls on the page. Also fixes a typo in "Server is suspended due to no responding" - "no" should be "not".
