parity with misskey locales (again)

What does this PR do? (Please give us a brief description of what this PR does.)

• merges misskey locales from 2024.10.1
• moves our new locales (since previous merge) to /sharkey-locales after this we should leave /locales untouched, possibly adding information to CONTRIBUTING.md
