Enable by default and federate "hide online status" (resolves #823)

What does this MR do?

Makes "hide online status" the default for newly-created users. Showing online activity is now opt-in instead of opt-out. Additionally, the field is now federated to/from other instances via Person.hideOnlineStatus.
