Adding robots.txt override via admin control panel for #418

What does this MR do?

It creates an input box in the admin control panel in "Other Settings" to add content to be fed out as robots.txt. If the dialog is empty, the original robots.txt packaged with Sharkey should be fed out. If content exists in here, it will be served instead.
