Allow Announcements to use Confetti
What feature would you like implemented? Y'know the confetti that gets showered on the screen when sharkey updates? why don't we change that so that administrators can take advantage and use this to celebrate something happening! tying in with #682 for example, you can offer celebratory confetti when someone becomes a regular user of your instance, or for a more general concept, confetti for when your instance's birthday is announced!
